The Building and Construction Authority (BCA) needed to launch the Enhancement for Active Seniors (EASE) Private Programme to support Singapore’s aging population within private residential estates.
The primary hurdle was infrastructure. Building and maintaining a custom GCC (Government on Commercial Cloud) instance would have been slow, expensive, with significant long-term administrative maintenance. BCA required a robust, scalable system that could be deployed rapidly without the overhead of custom infrastructure.

Faster Deployment, Direct Impact
Launched on 1 April 2026, the programme is set to enhance the safety and independence of over 80,000 eligible households. By opting for a "plug-and-play" strategy over a custom build, BCA bypassed the overhead of building and maintaining a custom GCC infrastructure. This allowed them to focus its resources entirely on service delivery, ensuring Singapore’s seniors can live safely and independently within their homes.
